Yes - the strategy depends on the size of the overcut but a full wrap liner would seem to correct that area.

Problem wrinkles are independent of location.  However, dealing with problem wrinkles on the resident side is dependent upon the legal authority of the municipality or district.

Wrinkles can interfere with flow - those that appear above the flow line are at a lower risk as well as a wrinkle that runs with the flow and not perpendicular.

Seal afterward - if lining after the lateral seal, you run the risk of damaging the seal during reinstatement.
